How to Rotate PDF Pages Permanently (Not Just in Your Viewer)

Most PDF viewers let you rotate the on-screen view of a sideways page with a toolbar button — but that rotation is often just a display preference for your current viewing session, not a change saved into the file itself. Send that file to someone else, or open it again later, and the page can revert right back to sideways.

View rotation vs page rotation

A "rotate view" button changes how the page is displayed to you, right now, in that specific application — it's the PDF equivalent of turning your head to read something sideways, not actually turning the page. A "rotate pages" tool that saves the change to the actual file data means the page is stored sideways-corrected, so it displays correctly for anyone who opens it, in any viewer, from then on.

How to tell the difference

If you rotate a page, save the file, close it, and reopen it, and the rotation is gone — that was a view-only rotation. If the page stays correctly oriented after closing and reopening, the rotation was saved into the file itself, which is what you actually need if the document is going anywhere beyond your own screen.

Batch rotating a whole scanned document

If an entire scan came out sideways or upside-down (common when a scanner's default orientation doesn't match how the paper was fed), rotate all pages at once rather than one at a time — most rotation tools let you apply the same rotation across the full document in a single action.

Mixed orientation documents

If only some pages are sideways within an otherwise correct document, use a page organizer view that lets you select and rotate individual pages rather than applying one rotation to the whole file, which would fix the sideways pages but break the ones that were already correct.
